McAllen, Texas – The 11th South Texas All-Esthers Conference (STAHC) will be held from March 26th to 27th, 2025 at the McAllen Performing Arts Center and the McAllen Convention Center. As the second-largest emergency response training event in Texas, and the only kind of event offered free of charge, the conference expects to be hosted by more than 3,000 professionals from public health, public safety, law enforcement, emergency management, public works and educational institutions.
STAHC follows the National Incident Management System (NIMS), a standardized approach to emergency coordination developed by the Department of Homeland Security. This year’s theme, “Preparation starts here,” strengthens the role of meetings as a foundation for preparation, providing participants with the training, tools and partnerships they need to respond effectively to emergencies and protect their communities.
“In today’s world, not only first responders, but also support staff who ensure that emergency business operations are carried out smoothly. NIMS helps in unifying commands and ensures that critical information is communicated efficiently,” says Ricardo Saldaña, Hidalgo County Emergency Management Coordinator.



The conference will provide decision makers, health professionals and first responders with networking, resource sharing and continuing education opportunities. Participants will earn continuing education credits through the Rio Grande Valley Development Council (LRGVDC).
“Effective emergency response starts with strong emergency preparation. STAHC equips professionals in multiple sectors with the knowledge and resources needed to protect our communities during times of crisis,” says Daireen Sarmiento of Health and Human Services.
By providing hands-on training and expert-led discussion, Stahc ensures that responders are not only informed, but also have the ability to act decisively in the event of an emergency. The conference serves as a bridge between knowledge and real-world applications, enhancing preparation efforts at all levels.
Meeting highlights


Keynote and Plenary Session: 8:30am, March 26th Education Track: Public Health, Emergency Management, Law Enforcement, Leadership, Public Works, Unique Groups. Special Topics: Decision making in extreme conditions, opioid response, responder health, agroterrorism, and emergency response strategies for individuals with hearing, vision, and mobility disorders.
Registration and logistics
Local, state and federal officials involved in emergency response, including natural and artificial disasters. All participants must present their partner or agency ID upon check-in. The meeting is generally closed.
