State lawmakers meet in Austin every other year to pass new legislation, develop the state budget, and change existing policies. However, you only have 140 days to reach these goals. The 89th Congress begins on January 14th, an important opportunity to advance the pro-life cause. Texas Right to Life’s priorities for this session focus on three important goals: combating lethal abortion drugs, strengthening life-affirming family resources, and improving adoption.
End lethal abortion drugs and strengthen pro-life protections
Even with Texas’ pro-life laws, an estimated 30,000 newborn babies die each year. While women in Texas seek abortions in other states, radical pro-abortion groups are smuggling deadly abortion pills into the state. These pills are shipped directly to mothers, posing serious health risks to women and taking the lives of innocent children. Meanwhile, Austin uses taxpayer dollars to fund abortion-related services, in direct violation of the state’s Lifesaving Act, and San Antonio plans to do the same.
Congress must take decisive action to:
Strengthen protections against the distribution and promotion of lethal abortion-inducing drugs. Prevent liberal cities from recklessly spending tax dollars on travel expenses and other abortion arrangements.
Protecting Texans from being forced to use their tax dollars to support abortions is fiscally responsible and morally imperative. By addressing these issues, Congress can save countless precious babies and maintain the integrity of Texas’ pro-life laws.

Supporting families through life-affirming resources
The state of Texas must continue to stand by families and mothers facing unplanned pregnancies, especially those whose unborn child is tragically given a life expectancy. Texas must:
We connect these families with specialized medical support so they can cherish and nurture their children, even if only for a short period of time.
The Thriving Texas Families program is the cornerstone of this support. The program compensates nonprofit pregnancy centers, birthing centers, and adoption agencies to provide essential social services during pregnancy and up to three years after birth. However, recent changes allow reimbursement to non-pro-life providers, threatening the integrity of this important program. The Legislature must:
Ensure that only life-affirming providers are eligible for the Thriving Texas Families program.
Additionally, malicious actors continue to push deceptive narratives, claiming that pro-life laws put mothers at risk. These tragic misunderstandings arise not from the law itself, but from a misunderstanding of the protections within the law. Texas must:
Educating health care professionals about the realities of pro-life law, especially regarding pregnancy complications, so that women receive appropriate life-saving treatment.
Improved implementation
Adoption remains a compassionate but tragically underused alternative to abortion. Nationally, less than 1% of unplanned pregnancies end in adoption, and more than 40% end in abortion. Social stigma and institutional challenges often deter women from considering adoption as a viable and loving choice. To help mothers choose adoption over abortion, Texas must:
Promote adoption as a life-affirming option through public education efforts. Eliminate stigma against adoption to change social attitudes. We provide comprehensive support to help birth mothers feel valued and supported throughout the adoption process.
By removing these barriers, Texas can make adoption a more accessible option for women facing unplanned pregnancies.
The fight for life is not over yet. These priorities, including stopping lethal abortion drugs, supporting families, and improving adoption services, allow the 89th Texas Legislature to reaffirm Texas as a leader in the pro-life movement. Together, we can protect the vulnerable, support families, and continue to build a culture of life.
