AUSTIN – The Texas Department of Public Safety (DPS) Regulatory Services Division (RSD) continues its efforts to address illegal activity surrounding fraudulent vehicle inspections known as “clean scans.” The latest enforcement operation in the Houston area this month secured 19 warrants for criminal activity related to CleanScan.
Over the past few months, RSD has carried out several operations against vehicle inspection stations across the state where illegal activities are believed to be taking place. After the initial identification of these police departments, RSD personnel, as well as DPS’ Criminal Investigation Division (CID), Texas Highway Patrol (THP), and Houston Police Department (HPD) conducted surveillance and made numerous arrests. The latest operation in the Houston area just concluded on November 7, during which five people were arrested for their involvement in organized criminal activity related to CleanScan. In addition, warrants were secured for 14 other people involved in the same organized criminal activity.
From February 13, 2023 to November 7, 2024, the Department secured or executed a total of 88 arrest warrants related to CleanScan as part of ongoing operations across the state.
