AUSTIN – Governor Greg Abbott announced today that an initial $4.12 million grant from the Texas Semiconductor Innovation Fund (TSIF) will be awarded to Intelligent Epitaxy Technology Inc. for a new 30,000 square foot wafer production facility in Allen, Texas. (“IntelliEPI”). The move is expected to result in more than $41 million in capital investment and nearly triple the company’s annual wafer production. Governor Abbott signed the Texas CHIPS Act last year, creating TSIF and the Texas Semiconductor Innovation Consortium.
“Texas is the number one state in semiconductor manufacturing and has led the nation as the largest exporter of semiconductors and other electronic components for the past 13 years,” Governor Abbott said. “We congratulate IntelliEPI on investing $41 million in a new wafer production facility in Texas, nearly tripling annual wafer production and contributing millions of dollars to the Texas economy. “This way, Texas will continue to lead the nation in critical semiconductor manufacturing capabilities while developing tomorrow’s technologies.”
IntelliEPI manufactures and markets epitaxy-based compound wafers used in communications, photonics, radio frequency and microwave technologies, and other high-performance applications. IntelliEPI, the nation’s only manufacturer of epitaxy-based compound wafers, plans to further modernize its epitaxy reactors in Texas, where it first introduced the technology.

The Texas Semiconductor Innovation Fund (TSIF) is a new incentive program designed to encourage Texas’ continued leadership in semiconductor research, design, and manufacturing. TSIF was established in June 2023 when Governor Abbott signed the Texas CHIPS Act (House Bill 5174), creating TSIF and the Texas Semiconductor Innovation Consortium. These programs are administered by the Texas CHIPS Office, a new division within the Governor’s Office of Economic Development and Tourism, and are designed to leverage Texas’ investment in the semiconductor industry and encourage semiconductor companies to expand into the state. The aim is to encourage and further develop expertise. Increase the capacity and capability of Texas’ higher education institutions and maintain the state’s position as a national leader in semiconductor manufacturing.
