Magnolia, Texas – Residents of Magnolia’s Durango Creek plot say they spend an average of $150 a month on water before turning the faucet.
Magnolia residents continue to file complaints against Texas water operators
What they are saying:
“Because I can’t afford to take a shower.
James is joking about it, but his Texas Water Business Act is not a laughing matter.
“The water has risen by 30%. I don’t understand that,” he said. “Sewage has risen by 133%. I don’t know.”
“My water usage is $23.49,” says Kovilska Stankovic. “And for that $23.49, I’m paying $187 for the average bill.”

A Texas water operator says that a customer who asked us to show her face too was told that a 5-gallon bucket test would be performed after she complained about the high bill. However, her camera does little to none of the driver.
When she told a Texas water operator she said she was told that the supervisor would contact her. She says it’s not happening yet.
Kimberly Osborne says the Texas water operator told PUC that the sinkhole caused by a sewer leak has been repaired when not.
“It was huge because it had been eroded up until then under the ditch. It was a dangerous issue at that point, so they’re lying to you,” Kimberly says to PUC.
The other side:
In response to the report, the Texas water operator sent a statement to Fox26 late Wednesday night.
“Texas Water Utility (TWU) acquired the Woodland Oaks area in November 2023. Under the previous owners, these residents experienced the final change in base rates prior to TWU in 2012. This practice of not adjusting fees by previous owners has resulted in artificially lower water and wastewater rates, delaying the need for important investments.
TWU has completed several wastewater and water system upgrade projects, including drainage pumps, multiple lift station pumps, valve replacement, electrical issues fixes, and addressing water treatment needs.
It’s a difficult decision to raise the rate. Our critical water and wastewater systems require significant investments, many of which are driven by regulatory compliance.
