MCALLEN, Texas – McAllen optometrist Dr. Fred Farias III is proud to have contributed to the appointment of Dr. Win Loesser as Secretary of Higher Education.
Mr. Farias serves as Chairman of the Texas Higher Education Coordinating Commission. THECB announced Rosser’s selection on November 15th.
Farias said that as commissioner, Rosser will lead strategic efforts to bring more students into the workforce, foster a strong talent pipeline and build a stronger Texas economy. He also said Rosser will oversee THECB’s operating budget of more than $2.9 billion.

Farias said Rosser has an extensive background in higher education and philanthropic leadership, brings a wealth of knowledge, and is committed to advancing Texas higher education and the goal of “building a strong Texas workforce.” he added.
Governor Greg Abbott welcomed the appointment.
“Dr. Win Rosser brings a wealth of experience and knowledge to help Texas continue to ensure students have access to high-quality, affordable education and success in high-demand, high-paying jobs. It will be helpful,” Abbott said. “Texas’ economy and future workforce depend on strong higher education institutions. Under Dr. Rosser’s leadership, we will further empower Texas’ young people and build a highly skilled workforce. We will continue to strengthen and build on our state’s continued success.”
Mr. Rosser has served as president and CEO of the TLL Temple Foundation, chief executive officer of the Greater Texas Foundation, and as a faculty member and senior administrator in Texas higher education.

Dr. Rosser holds an associate degree from Kilgore College and bachelor’s, master’s, and doctoral degrees from Texas A&M University.
He will be the seventh person to serve as a higher education commissioner since the commission was established by Governor John Connally in 1965. He replaces Dr. Harrison Keller, who resigned earlier this year as the University of North Texas’ 17th president. Interim Secretary Sarah Keaton will continue to serve at the agency as Deputy Administrator.
