EDINBURG – In its continued effort to foster outside investment in the Rio Grande Valley and northern Mexico, the Hidalgo County Prosperity Task Force announced the creation of the RioPlex Initiative.
This initiative will be independent of Hidalgo County and the Prosperity Task Force. Instead, it will be run and funded by local businesses. And the first order of business for the RioPlex initiative is hiring an executive director and a private marketing firm.
“This is a prime example of public-private partnership,” said Hidalgo County Judge Richard F. Cortez. “The enthusiasm of local businesses for bilateral promotional activities has made this stand-alone initiative possible. I would like to express my respect to you.”

Local businessman Joaquin Spammer, founder and president of CIL, will lead the RioPlex initiative and oversee its development.
“I travel all over the world to promote this region and too often businesses around the world have no idea about our attributes,” Spamer said. “We believe this is the first step in putting this region on the map for economic development.”
The RioPlex name was developed by the Prosperity Task Force and adopted by local businesses as a way to promote not only the Rio Grande Valley but also northern Mexico.
