This initiative emphasizes the importance of “move or slow” laws, which are critical measures to ensure the safety of law enforcement, first responders, and construction workers.
Governor Abbott’s message:
“Texas roads are some of the most dangerous places for law enforcement, first responders, and construction workers. Many drivers do not slow down at the sight of flashing lights or construction signs. Texans are dying because of it. Don’t let it cause police officers, emergency workers, and construction workers to die. Move. Slow down. It’s the law!”
The importance of the law of “progress or deceleration”
Every week, millions of Texans travel along highways, just inches from roadside workers such as police officers, first responders, tow truck drivers and construction workers. I’ll pass by.
These workers perform critical duties near high-speed traffic and are constantly at risk.
“Speeding or Slowing” laws are designed to protect drivers and require them to:
Use caution when approaching vehicles with flashing lights.
If possible, stay out of the lane closest to these vehicles.
If changing lanes is unsafe or impossible, reduce your speed to 20 mph or less below the posted limit.
On roads where the speed limit is 25 mph or less, slow down to 5 mph.
Increased penalties for violations
To emphasize the critical importance of this law, penalties for violating this law have been increased in 2023.
Drivers who fail to comply can be fined up to $1,250 for a first offense.
Drivers who are seriously injured as a result of the violation could face jail time or a fine of up to $4,000.

Recently, a Harris County 5th Precinct Deputy Constable tragically lost his life in a fiery crash on the Katy Expressway. This highlighted the very real dangers that law enforcement and roadside workers face every day.
Law enforcement and roadside workers are among the most vulnerable groups on Texas roadways, according to TxDOT statistics.
Failure to speed up or slow down puts these people at unnecessary risk, often with tragic consequences.
