State Assemblyman Ellen Troxclair argues that her bill will help students with mental health crisis and will make classrooms safer.
BOURNE, Texas — Most Texas school districts already ask students to store their phones in their phones and backpacks during class, but that’s a losing battle.
Also, R-Boerne’s state representative, Ellen Troxclair, said it is nearly impossible for teachers to compete with addictive mobile phones and should no longer be required.
“The mental health crisis our kids are dealing with is truly absolutely shocking,” the Republican said of Texas politics. “As moms and as a budgeter over $100 billion for public schools for this session, we are responsible for making sure those classrooms are set up for success.
Her law, House Bill 515, requires students to place their phones in a safe place, such as a “lockable container” during regular class hours. A lockable container can be a secure case, pouch or bag.
If a student has to contact a parent or caregiver, the school will make phones available.
An exception may be a condition that includes doctor’s notes.
And Rep. Troxclair said students can grab their phones in emergencies if they are absolutely necessary.
“If anyone needs it, they can cut open the pouch and have access to it,” she said.
If passed, the mobile phone ban will be guided this fall into the academic year 2025-2026, with an annual report being required to determine the effectiveness of the ban.
